Please execute following tool first as a root:
/var/www/cgi-bin/openwebmail/openwebmail-tool.pl --init

After restarting httpd service, login with non-root account from
http://localhost.localdomain/cgi-bin/openwebmail/openwebmail.pl
or http://localhost.localdomain/webmail

If SELinux enabled, you may need to set it 'permissive' in
/etc/sysconfig/selinux or system-config-selinux
